Calibrated Intervention Strategy
Hard filter: any intervention with an AVOID mark on a flagged vulnerability is removed outright. Survivors are ranked by score (PRIMARY×2 + SECONDARY×1) × severity weight (low=1, mod=2, high=3). Tier is a tie-breaker only.
